appearance of any image in an unusual place...

The viewer, who lives in that place, doesn't
see the "frame", or more precisely, the context of the
appearance of the image in his surroundings

Instead, he sees the picture itself which,
"according to him", at first sight, isn't worthy of
the effort put into organizing the event
